Operating Restrictions and Requirements Top
No pilots may operate an aircraft in the areas covered by this NOTAM (except as described).
Except as specified below and/or unless authorized by ATC in consultation with the air traffic security coordinator via the domestic events network (DEN):

A. All aircraft operations within the 12 MNR area(s) listed above, known as the inner core(s), are prohibited except for: approved law enforcement, military aircraft directly supporting the g-20 summit, approved air ambulance flights, and regularly scheduled commercial passenger and all-cargo carriers operating under one of the following TSA-approved standard security programs/procedures: aircraft operator standard security program (AOSSP), full all-cargo aircraft operator standard security program (FACAOSSP), model security program (MSP), twelve five standard security program (TFSSP) all cargo (no passengers authorized), all-cargo international security procedure (ACISP) or those aircraft that have been granted a department of state diplomatic clearance and are arriving into and/or departing from 14 CFR part 139 airports.

B. Finleyville air park (g05) and Pittsburgh-Monroeville (4g0) are within the 12nmr inner core. All flight operations are prohibited.

C. All other aircraft not operating under TSA-approved standard security programs listed above or having a department of state diplomatic clearance and are arriving at Pittsburgh international airport (KPIT) and Allegheny county airport (KAGC) require a FAA/TSA special event airspace waiver and must be security screened at a designated gateway airport. If departing KPIT or KAGC the aircraft must be screened at the respective airport prior to departure. Presentation of the waiver during screening is required.

D. All aircraft requiring a waiver to access this special event TFR must apply using the special event waiver form at https://waiver.c3.faa.gov (case sensitive - use lower case only). Aircraft must register and request a waiver for gateway access at least 96 hours prior to the planned flight. Aircraft departing KPIT and KAGC during the TFR must also apply for a waiver at least 96 hours prior to the planned flight.

E. A gateway airport has been established at north central West Virginia airport (KCKB) to accommodate aircraft arriving into KPIT and KAGC during the effective times of this TFR. All passengers and crewmembers must provide valid government-issued photo identification to the TSA at the gateway airport prior to departure. Positive pilot identification procedures will be in effect during this TFR. Special ATC procedures and routes to and from this airport may be assigned prior to departure from a gateway airport. Upon departing the gateway airport, all aircraft must maintain radio contact with ATC and continuously squawk an ATC-assigned discrete transponder code. Intermediate stops are not authorized unless an emergency exists.

F. TSA screening will be available at KCKB, KPIT and KAGC on September 24 from 0909241900-09092359 UTC (1500 to 1959 local 9/9/24) and on September 25 from 0909251200 to 0909252300 UTC (0800-1900 local 9/9/25).

G. For operations within the airspace between the 12 NMR and 30 NMR area(s) listed above, known as the outer ring(s): all aircraft operating within the outer ring(s) listed above are limited to aircraft arriving or departing local airfields, and workload permitting, ATC may authorize IFR transit operations with prior coordination with the DEN. Aircraft may not loiter. All aircraft must be on an active IFR or VFR flight plan with a discrete code assigned by an air traffic control (ATC) facility. Aircraft must be squawking the discrete code prior to departure and at all times while in the TFR and must remain in two-way radio communications with ATC.

H. For operations within this TFR, all emergency/life saving flights (medical/law enforcement/firefighting) operations and DOD aircraft must coordinate with multi agency coordination center (MACC) prior to their departure at 412-473-6342 to avoid potential delays. The MACC will be available beginning September 24 at 1400 UTC (1000 local).

I. The following operations are not authorized within this TFR: flight training, practice instrument approaches, aerobatic flight, glider operations, parachute operations, ultralight, hang gliding, balloon operations, agriculture/crop dusting, animal population control flight operations, banner towing operations, model aircraft operations, model rocketry, seaplane/amphibious water operations and unmanned aircraft systems (UAS).

J. Any person operating an aircraft within this TFR who becomes aware of an inability to comply with the requirement to continuously squawk the ATC assigned transponder code must immediately request control instructions and comply with all instructions from ATC. If unable to contact ATC, pilots must exit the TFR by the most direct lateral route.

K. Be advised that noncompliance with this TFR may result in the use of force.

L. FAA recommends that all aircraft operators check NOTAMs frequently for possible changes to this TFR prior to operations within this region.
