Operating Restrictions and Requirements Top
No pilots may operate an aircraft in the areas covered by this NOTAM (except as described).
Part i. Standard DC ADIZ operating requirements: 1. Flight operations shall be conducted in accordance with the following; all aircraft shall: A. Be equipped with an operable two-way radio capable of communicating with air traffic control (ATC) on appropriate radio frequencies. B. Be equipped with an operating transponder with automatic altitude reporting capability as specified under 14 CFR Section 91.215. C. Monitor VHF guard 121.5 or uhf guard 243.0, if able. D. Not squawk 1200 at any time. E. For VFR operations, the FAA will consider the DC ADIZ flight plan to enter/exit the DC ADIZ active when the pilot obtains a discrete transponder code, and will consider the DC ADIZ flight plan closed upon landing at an airport within the DC ADIZ, or when the aircraft exits the DC ADIZ. F. Obtain an appropriate ATC clearance before operating within Class B airspace. G. Establish two-way communications with the appropriate ATC facility before entering Class D airspace. 2. Except for FAA approved DOD, FAA approved law enforcement, and waivered lifeguard/air ambulance operations, all aircraft; 1. Shall file and activate an IFR or VFR DC ADIZ flight plan, except for aircraft procedures listed in part iii, Section 1a. 2. Establish and maintain two-way radio communications with the appropriate ATC facility and squawk the assigned transponder code, except for aircraft procedures listed in part iii, Section 1a. 3. Operating under visual flight rules are restricted to an indicated airspeed of 180 knots or less, if unable the pilot shall contact the appropriate ATC facility and advise of the aircraft's operational limitations.

Part ii. VFR DC ADIZ airport operations: 1. Airports with an operational air traffic control tower. A. VFR traffic pattern procedures; 1. Request closed pattern work before departure or if airborne, before traffic pattern entry. 2. Remain in two-way radio communication with the ATC tower. 3. Continuously squawk transponder code 1234. 4. Obtain authorization to perform practice instrument approaches from ATC; authorizations will be workload permitting. 5. DOD aircraft operating in the VFR traffic pattern of a military airport may be assigned a discrete code other than 1234. 2. Airports without an air traffic control tower. A. VFR traffic pattern procedures; 1. File a DC ADIZ flight plan. 2. Obtain and squawk an ATC assigned discrete transponder code from Potomac tracon (PCT). 3. Communicate pattern position via the published CTAF. 4. Establish and maintain two-way radio communications with Potomac tracon (PCT) before entering and while operating in the DC ADIZ. 5. Obtain ATC authorization to perform practice instrument approaches from ATC; authorizations will be workload permitting. B. Practice instrument approach procedures: 1. File a DC ADIZ flight plan. 2. Obtain and squawk an ATC assigned discrete transponder code from Potomac tracon (PCT). 3. Establish and maintain two-way radio communications with Potomac tracon (PCT) before entering and while operating in the DC ADIZ. 4. Obtain ATC authorization to perform practice instrument approaches from Potomac tracon (PCT); authorizations will be workload permitting. 3. The Leesburg executive airport (JYO) procedures are contained in a separate NOTAM for the Leesburg maneuvering area. In the event the JYO NOTAM is canceled, all aircraft shall adhere to procedures listed within part ii. note: before exiting the traffic pattern or conducting any other flight operations within the DC ADIZ, pilots must comply with the standard DC ADIZ operating requirements as described in part i of this notice.

Part iii. VFR DC ADIZ operations for six specific airports: 1. The following procedures only apply to Barnes (MD47), flying M farms (MD77), mountain road (MD43), Robinson (MD14), Skyview (51VA) and Vint Hill Farms Station (04VA) airports. A. Egress procedures: 1. Pilots are not required to file a DC ADIZ flight plan prior to departure. 2. Aircraft shall squawk code 1205 to indicate pilot's intent to depart the DC ADIZ. 3. Pilots shall exit the DC ADIZ via the most direct route before proceeding on course. 4. Pilots need not communicate with the Potomac tracon unless otherwise directed. B. Ingress procedures: 1. File a DC ADIZ flight plan. 2. Obtain and squawk an ATC assigned discrete transponder code from Potomac tracon (PCT). 3. Establish and maintain two-way radio communications with Potomac tracon (PCT) before entering and while operating in the DC ADIZ.

Part iv. Radio or transponder failure: 1. Any person operating an aircraft under VFR within the DC ADIZ/FRZ who becomes aware of an inability to comply with the requirement to maintain radio contact with ATC shall immediately change the transponder code to 7600 and exit the DC FRZ by the most direct lateral route or if the aircraft departure point is closer, return to the departure point by the most direct route. These procedures do not authorize penetration of restricted or prohibited airspace. 2. Any person operating an aircraft under IFR within the DC ADIZ/FRZ who becomes aware of an inability to comply with the requirement to maintain radio contact with ATC shall continue the flight via the two-way radio communications failure procedures found in the FAA aeronautical information manual. These procedures do not authorize penetration of restricted or prohibited airspace. 3. Any person operating an aircraft within the DC ADIZ/FRZ who becomes aware of an inability to comply with the requirement to continuously squawk the ATC assigned transponder code must immediately advise ATC and comply with all instructions from ATC. If unable to contact ATC, pilots shall follow the procedures listed in part iv paragraph 1 and 2 above. These procedures do not authorize penetration of restricted areas or prohibited areas.

Part v. Definitions: 1. For purposes of this NOTAM only, the DC ADIZ is defined as the airspace within a 30-mile radius of 385134n/0770211w or the DCA VOR/DME from the surface to but not including FL180. 2. For purposes of this NOTAM only, a DC ADIZ flight plan is defined as a flight plan filed for the sole purpose of complying with the security requirements for VFR operation into or out of the DC ADIZ. The DC ADIZ flight plan is separate and distinct from a standard VFR flight plan. There is no search and rescue associated with DC ADIZ flight plans. 3. The transponder requirements described in this NOTAM are solely for security tracking purposes and do not imply ATC radar services, unless ATC services are requested and approved. 4. The communications requirements described in this NOTAM are for maintaining the ability to immediately communicate security-based instructions, not for ATC services, unless ATC services are requested and approved.

Part vi. Information: 1. Direct any questions on the DC ADIZ to the FAA representative at the National Capital Region Coordination Center (NCRCC), telephone 866-598-9522. 2. Information about waiver applications and TSA security authorizations can be found at http://www.TSA.gov/what_we_do/tsnm/general_aviation/airspace_waivers.shtm(case sensitive use lower case only) or by contacting TSA at 571-227-2071. Individuals may submit a request for a FAA waiver at https://waiver.c3.faa.gov. 3. It is recommended that all pilots flying under visual flight rules (VFR) within 100 nm of the Washington /DCA/ VOR/DME complete special awareness training for the Washington DC metropolitan area. This training is available in the aviation learning center at www.faasafety.gov

Except as specified below and/or unless authorized by ATC:

  1. All aircraft entering or exiting the TFR must be on an active IFR or VFR flight plan with a discrete code assigned by an Air Traffic Control (ATC) facility. Aircraft must be squawking the discrete code prior to departure and at all times while in the TFR.

  2. All aircraft entering or exiting the TFR must remain in two-way radio communications with ATC.
